A Message from the President of the Southeast Louisiana Utility Coordinating Council

William Armstrong

SELA UCC President

Welcome to the official website of the Southeast Louisiana Utility Coordinating Council (SELA UCC)!

For many years, it has been my distinct honor to serve as the leader of this vital organization.  Over this time, I have witnessed firsthand the power of collaboration and the critical role the SELA UCC plays in fostering a safer and more efficient environment for all who work and reside within our vibrant region.  As I look to the future, I am filled with optimism and a strong belief in the continued growth and impact of our council.

My vision for the SELA UCC is one of continued progress and enhanced collaboration.  Several key goals drive our efforts:

  • Elevating Damage Prevention:  We aim to further reduce damages to underground facilities through enhanced communication, education, and the promotion of best practices among all stakeholders.

  • Strengthening Communication Networks:  We will continue to foster open and effective communication channels between utilities, governmental bodies, contractors, and excavators to ensure timely and accurate information sharing.

  • Promoting Safety Awareness:  A core tenet of our mission is to champion safety in all excavation and utility-related activities through proactive outreach and training initiatives.

  • Enhancing Regulatory Understanding:  We strive to provide a platform for clear understanding and consistent application of relevant regulations and legislation affecting our industry.

  • Fostering Technological Advancement:  We will explore and promote the adoption of innovative technologies that can improve efficiency, safety, and coordination within the utility sector.

The active participation of all industry stakeholders is paramount to achieving these goals. By engaging with the SELA UCC, your organization will benefit through:

  • Direct Input and Influence:  Your voice will be heard in shaping best practices and addressing challenges within our region.

  • Enhanced Networking Opportunities:  Connect with key personnel from utilities, government agencies, contracting firms, and other relevant organizations.

  • Access to Critical Information:  Stay informed about upcoming projects, regulatory changes, and safety alerts that directly impact your operations.

  • Improved Coordination and Efficiency:  Collaborative efforts lead to better project planning, reduced conflicts, and increased efficiency.

  • A Safer Operating Environment:  Working together to prevent damages protects your personnel, infrastructure, and the public.

Therefore, I extend a warm invitation to all personnel from utilities, governmental organizations, contractors, excavators, and other interested parties within the parishes we serve – Jefferson, Orleans, St. Bernard, Plaquemines, and the River Parishes – to attend our bi-monthly UCC meetings.   Your insights and contributions are invaluable to the success of our collective mission.

Finally, I urge you to check our Events Calendar tab regularly for important updates on meeting schedules, training sessions, workshops, and other events that could greatly impact your organization.  Staying informed is crucial in our dynamic industry.

Thank you for your continued commitment to safety and collaboration.  I look forward to working alongside you to build an even brighter future for the Southeast Louisiana Utility Coordinating Council and the communities we serve.

Sincerely,

William Armstrong

Damage Prevention Planning Partnership

In partnership with Louisiana 811, the SELA UCC takes a foot forward approach to insure that safety and damage prevention are an integral part of our forum's communication efforts.    In addition to fostering relationships with various stakeholders to develop effective strategies for preventing damage to utility infrastructure, we serve as a conduit for them to stay in the know of ever changing laws that could affect their operations.
